The difficulty of project approval varies. For many developments, it is a logical and straightforward process of investigation, planning, stakeholder consultation and impact assessment. But many new projects face increasingly demanding and diverse stakeholder attendance.
Linear thinking and rational solutions are powerful in closed systems, but don't work so well in today's interactive and inherently uncontrollable project approval processes. New projects face today's reality: development consent lies at the end of an uncertain journey through cross-currents of opposing views and values.
